Más que inspiradoras, movilizadoras. El pasado lunes 6 de
febrero, en el Congreso de la República, organizaciones de personas con
discapacidad lideradas por jóvenes con síndrome de Down presentaron el proyecto
de Ley N° 872-2016, que reforma varios artículos del Código Civil para garantizar
la ciudadanía plena de todas las personas con discapacidad. La propuesta
multipartidaria fue presentada por la congresista Marisa Glave (Frente Amplio)
y Alberto de Belaunde (Peruanos Por el Kambio) ambos miembros de la Bancada
Inclusiva (Bancada IN). Esta es una obligación de los Estados parte en la
CDPD/ONU (como es el caso del Perú), los firmantes están comprometidos a hacer
los ajustes pertinentes al marco legal hacia una restitución de todas las
facultades ciudadanas a las personas con discapacidad, expresamente a las
personas con discapacidad intelectual o con tratamiento por salud mental.

by young people with Down syndrome presented Bill No. 872-2016, which reforms

Diez años insistiendo. Desde 2007, en que fue adoptada la
Convención Internacional sobre los Derechos de las Personas con Discapacidad,
CDPD /ONU, María Alejandra, conjuntamente con otros jóvenes de la Sociedad
Peruana de Síndrome de Down, fueron preparándose para que los demás entendamos
¡qué sienten!, para transmitirnos su vivencia de esta injusta “muerte civil”.
Como todos sabemos, y cada día es verdad para ellos, la ley que debe proteger
nuestra libertad y garantizar el ejercicio pleno de nuestros derechos, cumple
para estos ciudadanos un rol totalmente opuesto, solo por el crimen de haber
nacido diferentes a los demás. So pretexto de protegerlos les ha decomisado su
libertad y bajo el rígido mecanismo de la interdicción civil y la curatela les
ha obligado a renunciar a su voluntad. Pero como “la esperanza es lo último que
se pierde”, han ido logrando conquistas de manera escalonada, así en 2010, a
propósito de un firme reclamo que María Alejandra hiciera ante la Asamblea
General de las Naciones Unidas, se da trámite a la inscripción de las personas
con discapacidad intelectual y aquellas con tratamiento por salud mental, que
no estuvieran interdictas en los padrones electorales. Restituyéndoseles con
esta medida su derecho a ejercer el voto ciudadano.
